Currently, the only non-hit counters are Celine and Politis, but both have outdated skill sets, so their value is too low. As a result, they are obsolete picks that cannot even perform their primary role as non-hit counters.

In such a situation, it would be good to have a proper non-hit counter. 

Above all, in the current meta, non-hit sealing has an unimaginable effect. It can block powerful supporters (like Ruel), powerful debuffers and first-turn takers (like Kwisek, Amide), and to some extent, characters with high value in their 3rd skill (like Seolhwa, Jobris, Cheonsu), making the game much more comfortable. 

Most importantly, Notos, who is an OP character in the current meta, will have his 3rd skill sealed and will be unable to do anything. If it applies to all heroes, Notos won't even have the option to choose freely. The current mindless strategy of picking Notos first will virtually disappear. 

In other words, this single character can block many heroes that disrupt the game. Furthermore, the user who brings them will have to be more careful with bans and picks since non-hits will be sealed, which is a positive change that demands more skill. 

Of course, I wonder if it will accelerate power creep even further in a meta that is already experiencing excessive power creep, but if the value of the 1st and 3rd skills are set at a moderate level, and it's designed to be easily defeated in pure stat battles, it could serve as a decent totem.
